저강도 전략과 전술--서해5도 점령과 전면전

 북한 국가사회주의 김정일 독재정부는 대남 저강도 전략과 전술 방법으로 남북대화와 핵무기 보유 그리고  친북 NLPDR세력 확대 추진하면서 서해 5도를 점령한 후 전면전을 추진하면서 남한 경제계와 정치지도자들에게 서해 5도만 되돌려주면 전쟁을 하지 않고 평화협정을 체결하겠다는 저강도 전략과 전술을 추진할 것으로 동아시아머리소리함은 예측하고 있습니다  남한 일부 친북 정치지도자와 경제계 인사들이 남북전쟁보다는 서해 5도를 북한 김정일정부에게 넘겨주자고 여론화시킬 우려가 있으며 남한 국가지도자들이 국가사회주의 김정일정부와 투쟁을 할 만큼 강한 안보의식이 요구되고 있습니다

(PSI 전면가입 비난) 미국의 현 집권자들이 대조선압살책동에 열이 뜬 나머지 국제법은 물론 정전협정자체를 부정하다못해 협정조인당사자로서의 책임마저 줴버리면서 괴뢰들을 끝끝내 ‘대량살상무기확산방지구상’에 끌어들인 상태에서 우리 군대도 더 이상 정전협정의 구속을 받지 않을 것이다. 정전협정이 구속력을 잃는다면 법적견지에서 조선반도는 곧 전쟁상태로 되돌아가기 마련이며 우리 혁명무력은 그에 따르는 군사적 행동으로 넘어가게 될 것이다

*북한주장-서북쪽 영해에 있는 남측 5개 섬의 법적 지위와 그 주변 수역에서 행동하는 미군 및 남한 해군함선, 일반선박들의 안전항해를 담보할 수 없게 될 것임

o 서해 5도(백령도, 연평도, 대청도, 소청도, 우도)의 법적지위는 정전협정(13조 ㄴ 목)에서 분명히 우리의 관할로 규정했으며, NLL은 사실상의 해상경계선으로 유지되어 왔고 북한도 이를 인정해왔음.

  o 북한은 1차 연평해전('99.6.15) 이후 서해북방한계선(NLL)을 부정하고 ‘99.9월「서해해상군사분계선」을 일방적으로 선포하면서, 해당 수역에서의 항해안전을 담보할 수 없다는 입장을 표명해옴.

  o 정부는 서해 5도와 NLL을 확고히 지킬 것임.

북한, 남한 서쪽 해안 향해 수발의 해안포 발포

남한 국방부에 따르면 북한이 오늘 오전 9시 쯤 남한 서쪽 해안에 위치한 백령도 주변 해역을 향해, 수발의 해안포를 발사했습니다.

북한은 그제 백령도 동쪽 근해 2곳을 3월 말까지 선박의 항행을 일절 금지하는 구역으로 설정했다고 일방적으로 선언했는데, 이번 포격은 이 구역내에서 실시되었으며, 모두 해상 분계선의 북측에 착탄했습니다.

이에 대해 남한 군 당국은 무선으로 경고하고 상공을 향해 수차례 경고 포사격을 했지만 남북 양측에 피해는 없습니다.

남한 청와대는 긴급 안전보장대책회의를 열고 상황파악과 향후 대응 등에 대해 협의했습니다.

남북 관계에 있어서 북한은 남한과의 관계개선을 위해 실무협의를 촉구하는 한편, 김태영 남한 국방부장관이 북한에 대한 선제공격도 불사하겠다는 생각을 밝힌 것에 대해 '북한에 대한 선전포고'라는 등 강력히 비난하고 있어, 이번 포격은 남한에 대한 군사적 동요를 노린 것으로 보입니다.(NHK)

 

 조선 군부측, 서부수역에서 포실탄 사격훈련 진행

조선인민군 총참모부는 27일 평양에서 보도를 발표하고 조선인민군 포병부대가 이날 조선반도 서부수역에서 연례적인 포실탄 사격 훈련을 실시했다고 했습니다.

조선 중앙통신은 이 보도를 인용하고 실탄사격 훈련은 계획에 따라 실시된 것이며 "그 누구도 이에 대해 논할 여지가 없다"고 했습니다. 중앙통신은 또한 조선군대가 앞으로 계속 이런 훈련을 할 것이라고 했습니다.

한국 연합뉴스는 27일 한국 군부측 인사의 말을 인용하고 조선이 이날 오전 서부수역 "북방계선" 부근 해상에 수발의 해안포를 발사했다고 전했습니다. 현재 인원피해와 관련한 보도는 없습니다.

North Korea: Shelling near South was drill

 

Seoul, South Korea (CNN) -- North Korea says artillery shells it fired Wednesday in waters near South Korea were part of an annual training drill.

The North Korea shelling led to the two countries exchanging fire Wednesday, South Korean state-run media reported.

Both countries fired in the air, without reports of casualties, the Yonhap News Agency quoted a South Korean official as saying.

"We have confirmed North Korea's firing of several artillery shells, but they did not cross" the two countries' maritime border, said Park Sung-woo, of Seoul's joint chiefs of staff, according to Yonhap. "We are on high military alert."

"Following the firing by North Korea, South Korea responded by shooting vulcan canons into the air, a statement that it would not be intimidated by saber-rattling by the communist neighbor," Yonhap said.

North Korea's state-run media said the shelling was part of its annual military training.

"Artillery units of the Korean People's Army staged an annual artillery live shell firing drill in waters of the West Sea of Korea Wednesday morning," the KCNA news agency said. "No one can argue about the premeditated exercises staged by KPA units in waters of the north side. Such firing drill by the units of the KPA will go on in the same waters in the future, too."

That exchange came a day after North Korea declared a "no sail zone" in a disputed area of the Yellow Sea, Yonhap said.

The two sides last exchanged gunfire in the disputed area in November, the first such violent incident in seven years.

North and South Korea exchange fire near sea border

 

 

North Korea has fired artillery shots near the disputed sea border with South Korea and the South has returned fire.

The North fired shells into the sea near Baengnyeong Island off the the South's western coast, South Korean news agency Yonhap said.

North Korea said the firing was part of an annual military drill, adding that it would continue.

On Tuesday, North Korea declared a no-sail zone in waters off its coast, media reports say.

South Korea officials said the exchange caused no casualties or damage.

The North fired into waters near the border just after 0900 local time (2400 GMT), a spokesman for South Korea's Joint Chiefs of Staff told AFP.

"Our military immediately fired back in response," a Seoul presidential official told the news agency on condition of anonymity.

A statement carried by the official Korean Central News Agency says its drills "will go on in the same waters in the future, too".

Just hours after the initial exchange, reports from South Korea said that the North had fired more shells in the direction of the disputed border. It is not clear where they landed.

Constant tension

The South Korean official said the North's initial artillery rounds landed north of the sea border, while Seoul's forces fired at the rounds while they were in the air, AFP reports.

The western sea border is a constant source of military tension between the two Koreas.

There have been three deadly exchanges between the two Koreas along the sea border in the past decade.

In the most recent incident, last November, their navies fought a brief gun battle that left one North Korean sailor dead and three others wounded.

The BBC's John Sudworth in Seoul says that this latest exchange is being interpreted as another attempt by North Korea to increase tension and stress the instability on the peninsula, thus helping it to gain diplomatic concessions.

Talks off

South Korea recognises the Northern Limit Line, drawn unilaterally by the US-led United Nations Command at the end of the 1950-53 Korean War, which has never been accepted by North Korea.

Recent talks between the two Koreas about their jointly-run Kaesong industrial estate closed without agreement on 21 January.

The attempt at dialogue took place amid fresh tensions apparently provoked by a South Korean think tank's analysis of a likely military coup or mass uprising in the North when the North's leader Kim Jong-il dies.

North Korea did recently accept a small amount of aid from South Korea however.

The US, China, Russia, Japan and South Korea speak regularly of their hopes that North Korea will rejoin international talks about ending its nuclear programme.
