휴먼라이츠와치 ‘러시아 마약문제 심각’ (E)

러시아에서 마약 중독 문제가 심각하지만, 정부가 적절한 대처를 하지 못하고 있다고, 국제인권단체가 밝혔습니다. 이 단체는 또 마약 문제가 심각해지면서, 중독자들이 다른 질병에 노출될 위험도 높아지고 있다고 지적했습니다.

국제인권단체인 휴먼라이츠와치는 8일 발표한 110페이지 분량의 보고서를 통해 러시아의 마약 중독자 치료 시설이 굉장히 열악하며, 이는 보건에 대한 국민의 기본적 권리를 침해할 지경에 이르렀다고 말했습니다.

이 보고서는 또 수백만명의 러시아 국민이 마약을 사용하고 있으며, 이 중 수십만명은 중독상태라고 지적했습니다.

또한 중독자들이 마약에서 벗어나려고 해도 외부의 도움은 거의 받을 수 없다는 것이 이 보고서의 결론입니다.

휴먼라이츠와치의 연구원은 마약 복용 기간이 길 수록 중독될 확률이 높고, 또 오염된 마약 복용 기구를 통해 에이즈와 같은 질병에 감염될 가능성도 높다고 말했습니다.

A leading international human rights group says Russian health policy is failing to adequately treat drug addicts, compounding problems of serious illicit drug use in the country by putting drug users at risk for other diseases.

Human Rights Watch, in a 110-page study, said treatment offered at state drug clinics in Russia is so poor that it may constitute a violation of an individual's fundamental right to health.

The report says several million Russians are believed to be drug users, with hundreds of thousands of them addicted.

The report concludes that those who want to overcome their drug dependence are left virtually to themselves to battle their addictions.

A senior HRW researcher (Diederik Lohman) noted that the longer addicts go untreated, the greater their likelihood of overdosing or contracting HIV (the virus that causes AIDS) and other serious infections from contaminated drug equipment.
