G7 정상 “북한, 핵실험·탄도미사일 발사 등 도발 자제해야…핵보유국 지위 불가”

주요 7개국(G7)이 완전한 북한 비핵화 목표를 재확인하며 도발적 행동을 삼갈 것을 북한에 촉구했습니다. 북한이 핵보유국 지위를 인정받지 못할 것이라는 점도 분명히 했습니다

주요 7개국(G7) 정상들이 북한에 핵과 탄도미사일 발사 등 도발을 자제할 것을 촉구했습니다.

G7 정상들은 19일 발표한 ‘핵 군축에 관한 G7 정상 히로시마 비전’ 성명을 통해 “핵무기 없는 세상은 핵 비확산 없이는 달성될 수 없다”면서 이같이 밝혔습니다.

[G7 공동성명] “A world without nuclear weapons cannot be achieved without nuclear non-proliferation. We reiterate our unwavering commitment to the goal of North Korea’s complete, verifiable, and irreversible abandonment of its nuclear weapons and existing nuclear programs, and any other weapons of mass destruction (WMD) and ballistic missile programs in accordance with relevant UN Security Council Resolutions (UNSCRs).

G7 정상들은 성명에서 북한 핵과 관련해 “우리는 관련 유엔 안전보장이사회 결의에 따라 북한의 핵무기와 기존 핵 프로그램, 기타 대량살상무기(WMD)와 탄도미사일 프로그램의 완전하고 검증 가능하며 불가역적인 포기라는 목표에 대한 확고한 의지를 거듭 강조한다”고 밝혔습니다.

이어 “우리는 북한이 추가 핵실험이나 탄도미사일 기술을 이용한 발사 등 불안정을 조성하는 도발적인 행동을 자제할 것을 촉구한다”고 밝혔습니다.

[G7 공동성명] “We demand North Korea refrain from any other destabilizing or provocative actions, including any further nuclear tests or launches that use ballistic missile technology. North Korea cannot and will never have the status of a nuclear-weapon State under the NPT. It is critical that sanctions be fully and scrupulously implemented by all states and remain in place for as long as North Korea’s WMD and ballistic missile programs exist.”

아울러 “북한은 핵확산금지조약(NPT) 아래서 핵보유국의 지위를 가질 수 없고, 앞으로도 그럴 것”이라고 강조했습니다.

그러면서 “북한의 대량살상무기와 탄도미사일 프로그램이 존재하는 한 모든 국가가 제재를 완전하고 철저하게 이행하고 유지하는 것이 중요하다”고 말했습니다.

이번 성명은 이날 개막한 히로시마 G7 정상회의 공동성명과는 별도로 발표된 것으로, G7 정상회의에서 핵 군축 성명이 채택된 것은 처음입니다.

한편 이번 성명에는 핵 보유국의 투명한 군축 노력과 핵실험 중단 등 공동 비전 실현을 위한 전 세계의 노력을 촉구하는 내용도 다수 포함됐습니다.

특히 핵무기 관련 정보의 투명한 공개의 중요성을 강조하면서 미국과 프랑스, 영국 등이 핵무기에 대한 객관적 정보를 제공하고 책임 있는 조치를 취한 것을 높이 평가했습니다.

그러면서 그렇지 않은 나라들에 투명성을 담보하기 위한 조치를 취할 것을 촉구했습니다.

[G7 성명] “We call on nuclear-weapon States that have not yet done so to follow suit. To promote transparency, we also call on nuclear-weapon States that have yet to do so to engage with non-nuclear-weapon States in a meaningful dialogue on transparency regarding their nuclear arsenals and limiting nuclear competition, including through an open explanation of national reports coupled with an interactive discussion with non-nuclear-weapon States and civil society participants at future NPT related meetings.”

또한 유엔 차원에서 핵무기 또는 기타 핵폭발 장치에 사용하기 위한 ‘무기용 핵분열 물질 생산 금지조약(FMCT)’의 협상을 즉각 시작할 것을 촉구하면서 모든 국가가 핵무기 경쟁 재발 방지를 위한 노력에 동참할 것을 호소했습니다.

[G7 성명] “In this regard, we call on all states that have not yet done so to declare and maintain voluntary moratoria on the production of fissile material for use in nuclear weapons or other nuclear explosive devices.”

그러면서 “이와 관련해 우리는 아직 그렇게 하지 않은 모든 나라들에 핵무기 또는 기타 핵폭발 장치에 사용하기 위한 핵분열성 물질 생산에 대한 자발적 유예를 선언하고 이를 유지할 것을 촉구한다”고 강조했습니다.

G7 정상들은 또 “그 어떤 나라도 핵무기 실험을 위한 폭발이나 기타 핵 폭발을 해서는 안된다는 확고한 견해를 갖고 있다”는 점을 분명히 했습니다.

[G7 성명] “We are resolute in our view that no nation should carry out any nuclear weapon test explosion or other nuclear explosion, condemn any threats to do so, and emphasize that bringing the Comprehensive Nuclear-Test-Ban Treaty (CTBT) into force is another urgent matter. We remain committed to upholding the global norm against nuclear explosive testing until it is legally binding and call on all states to declare new or maintain existing moratoriums on nuclear weapon test explosions or any other nuclear explosions.”

그러면서 “우리는 그러한 위협을 규탄하며 포괄적핵실험금지조약(CTBT)의 발효가 또 다른 시급한 문제임을 강조한다”고 말했습니다.

아울러 G7은 앞으로도 CTBT의 모든 검증 요소에 대한 지속적인 운영과 장기적 지속 가능성 보장을 위해 충분한 자원을 제공하겠다는 약속을 재확인한다고 강조했습니다.
