'롬니 러닝메이트' 라이언 누구..기대효과는?

 

미국 공화당 대선후보인 밋 롬니 전 매사추세츠 주지사가 러닝메이트로 선택한 폴 라이언(42) 연방 하원의원은 그야말로 떠오르는 차세대 정치인이다.

1970년 1월29일 위스콘신주 제인스빌에서 태어나 오하이오주의 마이애미 대학교에서 정치학과 경제학을 전공했다.

젊은 시절부터 공화당내에서 정치수업을 받다 1998년 연방 하원의원 위스콘신주(州) 제1번 선거구에서 28세의 젊은 나이에 당선됐다.

이후 2년 주기의 선거에서 과반 이상의 득표율로 계속 당선됐고, 2011년 회기부터 하원 예산위원회 위원장을 맡고 있다.

지난 2010년 하원 중간선거에서 공화당이 압승한 이후 하원에서 반(反) 오바마 전선의 선봉에서 활약하고 있다. 특히 하원 예산위원장으로 지난해 연방 예산안 논란의 중심에 서면서 일약 공화당의 '떠오르는 별'로 부상했다.

공화당 내에서는 롬니 후보와 라이언 의원이 서로 다른 경험과 배경을 갖고 있다는 점에서 정ㆍ부통령 후보로 `찰떡궁합'이라는 평가도 진작부터 나왔다.

롬니 후보가 중도 성향이 강한 데 비해 라이언 의원은 정통 보수진영의 지지를 받고 있고, 사업가 출신의 억만장자인 롬니 후보와 달리 라이언 의원은 어린 시절 아버지가 심장마비로 숨진 뒤 맥도널드 햄버거 가게에서 일하면서 사회보장연금으로 생계를 유지한 `서민 출신'이다.

또 롬니 전 주지사가 65세로 비교적 고령이지만 라이언 의원은 42세에 불과하다는 점도 상호보완의 효과를 거두고 있다.

이 때문에 두 사람이 함께 유세장을 다니면 부자(父子)와 같은 인상을 주는 것도 화제가 되고 있다. 롬니 후보가 유세장에서 라이언 의원을 가리키며 "이 친구는 내 아들이 아니다"라는 농담을 던지는 장면 등이 유권자들의 호감도가 높이고 있다는 평가를 받고 있다.

특히 정통 보수주의 세력이 롬니 후보의 '공화당 DNA'에 의혹의 눈길을 보내는 점을 감안하면 '보수의 적자'로 거론되는 라이언 의원이 부통령 후보로서 롬니와 보수층 사이에 가교역할을 할 것으로 기대되고 있다.

또 지난 2008년 대선에서 오바마 대통령이 낙승을 거뒀던 위스콘신주에서 롬니의 경쟁력을 강화하는 효과도 노릴 수 있게 됐다(연합뉴스)

Paul Ryan: Romney's Republican vice-presidential nominee

Republican US presidential candidate Mitt Romney has named conservative self-styled "numbers man" Paul Ryan as his running mate for November's elections.

Making the official announcement in Virginia, in front of the retired battleship the USS Wisconsin, Mr Romney described his potential VP as a man of great steadiness and unquestioned integrity who had become an "intellectual leader" of the party.

"He's never been content to simply curse the darkness, he'd rather light candles," said Mr Romney before, in a slip of the tongue, introducing Mr Ryan as the next "president of the United States".

The Wisconsin congressman is expected to put the Romney campaign on the offensive on issues that are likely to dominate in this election year - such as jobs, the economy and the budget deficit.

At the age of 42, Mr Ryan is already a 14-year veteran of Washington politics, having been elected by his home state at the age of 28, the second youngest member of the house. He is now in his seventh term.

Since 2007, he has chaired the congressional budget committee - which oversees the federal budget - where he has been at the forefront of efforts to cut government spending, making his name as a fiscal hawk.

He is most well known for his controversial alternative budget, produced to counter President Barack Obama's budgets in 2011 and 2012, known as the Path to Prosperity.

The budget proposes saving $261bn (£166bn) over a decade, by, among other measures, reducing pensions, cutting food aid and bringing large changes to government-funded healthcare. It also lowers tax rates, halving corporate income tax.

Mr Ryan says the plan protects hard-working Americans, creates jobs and ensures economic freedom, and has defended it against accusations it is an attack on the poor: he insists that reforming an inefficient system would actually help poorer Americans.

A practising Catholic, Mr Ryan has cited Church teaching as an influence on his policy, with its emphasis on the importance of communities and families in tackling poverty.

But he was fiercely challenged on this view in an open letter by faculty members at the prestigious Catholic Georgetown University, who accused him of "profoundly misreading Church teaching" and warned him the government must not "walk away from the most vulnerable".

The budget was dismissed by Mr Obama as "deeply pessimistic".

Charisma and youth

Mr Ryan has routinely backed socially conservative legislation, voting against gay adoption, gay marriage and moves to liberalise abortion laws. He is pro-gun ownership and strict on immigration, voting in favour of building a barrier along the US border with Mexico to prevent illegal border crossings.

He has in the past listed Ayn Rand as a strong personal influence, reportedly saying the US writer's work - which praises individualism over altruism - was required reading for his staff.

Analysts say the choice of Mr Ryan, who was an early endorser of Mr Romney's candidacy, will appeal to grassroots Republican supporters who are opposed to President Obama's reforms of the US healthcare system.

He is considered charismatic and youthful, an image some Republicans feel the Romney campaign is currently lacking.

But some have expressed concerns that being so closely tied to the budgetary debate could see other issues overlooked.

Having spent most of his career working in Washington, although supplementing his work in the early day by working as a waiter and personal trainer, Mr Ryan does not fit with Mr Romney's attempts to frame himself as a political outsider.

But the conservative press has been pushing his name for several weeks.

The Wall Street Journal said that of all the candidates tipped for the vice-presidential candidacy, it is Mr Ryan who "best exemplifies the nature and stakes of this election".

The paper said he had done more than any other politician to define those stakes as "a generational choice about the role of government and whether America will once again become a growth economy or sink into interest-group dominated decline".

As important, said the journal, is that he is able to "make his case in a reasonable and unthreatening way".

"He doesn't get mad, or at least he doesn't show it."

Mr Romney too praised Mr Ryan for not "demonising" his opponents. "I don't know anyone who doesn't respect his character and judgement," he said.

The US blog Red State said Mr Ryan "could be President in a heartbeat, and be a very effective President at that."

"He understands the greatest threat facing the US - our debt - and he's proposed serious reforms to tackle it head on."

Mr Ryan cites the experience of losing his father at the age of 16 - the third generation of Ryan men to die in their 50s - as helping to build his belief in self-reliance.

He is married to tax lawyer Janna Little - the couple have three children and live in Janesville, Wisconsin, the town of Mr Ryan's birth.

미국이 현재 잘못된 방향으로 나아가고 있다고 직접 꼬집은 건 이날 부통령 후보 지명 수락 연설을 한, 라이언 의원이었습니다.
 
라이언 의원은 우선 롬니와 함께 역사적인 대통령 선거에 임하게 됐다는 사실 만으로도 매우 흥분되고 영광스럽게 생각다고 말했습니다.
 
또 차기 미국 대통령으로서 롬니가 적임자라며 그의 후보로서의 면모를 추켜 세웠습니다.
 
롬니야 말로 현재 미국에 꼭 필요한 자질을 갖춘 준비된 지도자이며, 역사적인 인물이 될 것이라는 겁니다.
 
라이언 의원은 이어 롬니와 자신이 단짝을 이뤄, 미국이 전 세계 초일류 국가로서 영감을 불어 넣고, 지난 4년간 실추된 지도력을 회복해 나가겠다며 야심을 드러냈습니다.

말하자면 거의 다 진 야구 경기에서 구원 투수가 나서야 할 차례라는 주장입니다. 또 전 세계에 미국의 위대함을 다시 한번 보여주자며 힘 줘 말했습니다.
 
공화당이나 롬니의 지지자들을 넘어 미국 국민들의 애국심을 자극하고 있는 것입니다.

물론 ‘모든 권리는 신으로부터 나오는 만큼 작은 정부를 지향해야 한다’는 기독교 보수층들을 겨냥한 발언도 잊지 않았습니다.
 
미트 롬니 후보가 사실상 공화당의 대통령 후보로 결정된 지난 4월 이후 부통령 후보 인선 작업에 거의 4개월이 걸렸습니다.
 
그동안 숱한 정관계 주요 인사들이 거론됐지만, 롬니 선거 진영이 막판에 폴 라이언 의원을 낙점했다는 점에서 선거 전략을 어느 정도 가늠할 수 있습니다.
 
라이언 의원은 마흔 두 살의 젊고 패기있는 정치인임에도 불구하고 공화당내 보수 세력의 총아로 떠오르는 인물입니다.
 
특히 그가 연방 하원 예산위원장으로 몸 담고 있다는 점으로 볼 때, 공화당은 이번 대통령 선거에 고질적인 재정 적자 문제를 해소하고 경제 살리기에 전력투구하겠다는 각오를 읽을 수 있는 대목입니다.

롬니 후보는 11일 부통령 후보를 지명하는 자리에서도 미국의 경제 문제를 집중 거론했습니다.

자신과 라이언이 미국의 경제 성장을 이끌겠다며 국가 번영을 이루고 모든 시민들의 삶을 개선하겠다고 약속했습니다.
 
여기에 라이언 의원의 경우 공화당 내에서 이른바 ‘오바마의 저격수’로 명성을 얻은 점도 무시할 수 없는 대목입니다.
 
지난해 미국 정부의 부채 상한선 조정 논의 과정에 오바마 대통령과 직접 협상 테이블에 마주하면서 특유의 거친 입담과 뚝심으로 오바마 대통령으로 하여금 평정심을 잃게 만든 일화는 유명합니다.
 
이밖에 라이언 의원은 롬니가 강경 보수와는 거리가 멀다는 일부의 비판을 끌어 안기에 가장 좋은 대안으로 평가받은 듯 보입니다.
 
이것이 여성층이나, 중남미계를 중심으로 한 이민층 유권자들의 표심보다 더욱 우선시 되는 공화당의 핵심 선거 전략이라는 분석입니다.
 
공화당이 부통령 후보 지명을 통한 선거 진영을 모두 갖춤에 따라 미국의 대통령 선거는 이제 본격적인 경쟁에 접어들었습니다.
