마다가스카르 대통령 군부에 권력이양과 안드리 라조에리나 중심으로

반정부 세력의 퇴진 압력에 직면해온 마르크 라발로마나나 마다가스카르 대통령이 17일 군부에 권력을 이양하고 사임했다.  라발로마나나 대통령의 대변인인 안드리 라리자오나는 이날 "대통령이 군부에 정권을 이양했다"면서 군부의 최고 선임자인 히폴리테 라마로손 해군 대장이 권력을 이양받게 될 것이라고 밝혔다고 로이터통신이 보도했다.
라발로마나나 대통령은 그간 머물렀던 안타나나리보 외곽의 대통령궁을 떠나 모처로 피신했다고 라리자오나 대변인은 덧붙였다.
 이에 앞서 그간 반정부 시위를 이끌어온 안드리 라조에리나 전 안타나나리보 시장은 이날 자신을 따르는 군부가 장악한 안타나나리보 도심의 또 다른 대통령궁에 입성했다. 반정부 세력은 라조에리나가 앞으로 과도정부를 이끌 것임을 선언했다. 이들은 라조에리나가 과도 정부 수반을 맡는 가운데 앞으로 24개월 이내에 `제4 공화국'의 출범을 위한 개헌을 완료하고 대통령 선거를 치를 계획이라고 밝혔다.
이로써 라발로마나나는 지난 2002년 2월 대통령에 취임한 지 7년여 만에 34세에 불과한 라조에리나와의 권력 다툼에서 패해 정치 무대에서 사라지게 됐다. 라조에리나는 지난 1월 말 정부가 자신 소유의 방송국을 폐쇄한 데 반발해 반정부 시위를 주도하고 나섰으며, 이 과정에서 100명 이상이 사망하는 유혈사태가 빚어졌다.

   라조에리나는 특히 라발로마나나 대통령의 해임 조치에 불응, 스스로 대통령을 자처하고 별도의 내각을 구성해 저항에 나섰으며, 마침내 군부의 지지를 얻어내면서 정권을 장악하는데 성공했다.

-오늘 아침 새벽에는 어떤 사람들이 심지어 수돗물에까지 약을 탔다고 하며 수돗물을 마시지 말라는 라디오의 방송이 있었다고 합니다.  몇일 전부터 겉으로 조금씩 나타났던 소요의 움직임이 이제는 실제적인 폭동의 모습으로 바뀌었습니다.

마다가스카르 대통령 측근으로 일해왔던 두 개의 TV방송국이 어제 군중들에 의해 불 탔고 대통령 개인 소유의 대형 기업인 "매그로"가 군중들에 의해 모든 물건들을 도난당했습니다....대통령에 대항하는 현 안타나나리브 시장을 지지하는 사람들중 약 6-8명의 사람들이 목숨을 잃었습니다.

현 대통령의 독재를 반대하는 시장을 중심으로 한 많은 시민들이 많은 불만의 감정을 가지고 있는 상태 인 것 같습니다. 게다가 최근에 여러 자원 개발을 위해 외국의 많은 기업들의 마다로 들어 올려고 하는 과정에서 많은 비리가 있는 것 같습니다. 현 국민들은 현재의 경제 상황과 대통령 독재의 재산 소유에 대한 불만을 이번 기회에 터트리게 된 것 같구요..

자유화 개방화를 내세우고 개인 측근과 가족들의 부패비리가 만연하고 장기집권을 해오고 있다  중국이나 북한과 교류를 하고 있으며 남한기업들도 진출하고 있다 특정계층만의 자유화 개방화 부의 특혜를 장악하고 있는 정부형태이다

A large explosion shook the Madagascar capital, Antananarivo, as the army took over the offices of President Marc Ravalomanana, leaving his grip on power hanging by a thread. 

 

 

Under the cover of darkness, rebel soldiers loyal to opposition leader Andry Rajoelina approached the presidential office in the heart of Antananarivo. 

 

The president was not in the compound but is under mounting pressure to step down. Soldiers moved in after a military official using a loudspeaker ordered all remaining guards inside to leave.

 

The soldiers drove an armoured vehicle through the gates of the 19th century French mansion, which is used mostly for state ceremonies. 

 

                                                               They set off two explosions, fired shots and broke windows and doors. 

 

Round after round of celebratory gunfire could be seen fired into the night air, our correspondent Jonah Fisher said from Antananarivo.

 

Supporters of Mr Rajoelina accuse the president of misspending public funds, but Mr Ravalomanana's side say his rival is a young troublemaker intent on seizing power illegally. 

 

Earlier in the day, opposition leader Andry Rajoelina told a rally that he was in control of the army and had instructed the security forces to arrest the president.

 

The army has traditionally remained neutral during periods of political volatility since independence from France in 1960, but Mr Rajoelina has won public backing from the armed forces' self-declared head.

 

The African Union condemned what it called an "attempted coup" by the opposition and urged the people of Madagascar to respect the constitution.

Madagascar's 'young pretender'

Andry Rajoelina, the man at the centre of Madagascar's political turmoil, seems to be winning the struggle for power with his rival, President Marc Ravalomanana. He has declared himself the nation's leader and installed himself in the president's offices, seized by pro-opposition troops. The young Andry Rajoelina has the air of a pop star about him Meanwhile, aides to Mr Ravalomanana have indicated he is to stand down and hand power to the military. A former DJ, Mr Rajoelina has risen swiftly, thanks in part to his energy and slick campaigning style. He is nicknamed "TGV", after the high-speed TGV rail service in France, because of his rapid-fire personality. The initials are also the acronym for the movement he leads - Tanora malaGasy Vonona (Young Malagasies Determined). The baby-faced 34-year-old burst on to Madagascar's political scene in December 2007 to stand for mayor in the capital, Antananarivo - a post from which he was sacked this year. He had, it seemed, come from nowhere. But for many on the Indian Ocean island, this was part of his appeal. Mr Rajoelina's message was upbeat and youthful - a call for young Malagasy to seize the day. His campaign was energetic and brash, featuring pumping music and trendy T-shirts emblazoned with his face. There was a whiff of the pop star about him. Tuned in It did not seem likely, at first, that this young businessman - who had made his money through advertising hoardings around the capital - could possibly win against the might of the candidate backed by the president. But almost imperceptibly his profile grew. This is no clash of policies; it is a clash of personalities In many ways, Mr Rajoelina used the president's own, extremely successful, campaigning tactic and turned it to his advantage. Only two years earlier, in the presidential poll, it had been Marc Ravalomanana, with jacket casually draped over his shoulder, who had made his opponents seem like fuddy-duddies who were out of touch with the people. But during the mayoral election, it was the campaign of the president's party that suffered from a failure to connect with the voters. For a population which has become deeply suspicious of the motives of its politicians, Mr Rajoelina offered a fresher, funkier alternative. Bandwagon Notwithstanding the flashy campaigning and sharp suits, he is a shrewd operator and has surrounded himself with capable advisers. Andry Rajoelina is said to appeal to the young in Antananarivo Tensions came to a head between Mr Rajoelina and Mr Ravalomanana - a 59-year-old self-made millionaire and also a former mayor of Antananarivo - in February 2009. The government sacked the opposition leader from city hall after days of opposition demonstrations and his call for Mr Ravalomanana, re-elected to a second term in 2006, to resign. Despite his young age - Mr Rajoelina is constitutionally too young to be president for another six years - he set himself up as "the" opposition. The turmoil has triggered waves of violent protests, looting and a military mutiny that have left at least 100 people dead since January. The government alleged that Mr Rajoelina was being supported by the family of the former president, Didier Ratsiraka, whose reluctance to leave office after his electoral defeat in 2002 sparked massive demonstrations. The old political class, however, may just have hopped on the bandwagon. Because for many ordinary Malagasy, Mr Rajoelina is simply the first popular alternative to a president who himself came to power on a wave of public support.
