말레이시아 소수민족 인도인들 차별 항의운동 강화 (E)

말레이시아 수도, 쿠알라룸푸르 시내에서 지난 주말, 말레시아의 소수 민족인 인도인 1

만 여 명이 모여 자신들에 대한 차별에 항의하는 시위를 벌였습니다. 인도인들은 말레시아 정부의 차별에 대해 항의했을 뿐만 아니라 인도, 말레시아를 모두 지배했던 영국의 식민통치하에서 일어난 차별과 부당행위도 규탄했습니다. 말레이시아 내 소수민족, 인도인들의 차별 항의시위 배경을 알아봅니다.

말레이시아의 인도인들은 항의시위가 불법이라는 말레이시아 경찰 당국의 경고와 도로차단 등 강경조치에도 불구하고 수도, 쿠알라룸푸르 시내 중심지에 운집했습니다. 인도인들은 이날 차별항의 시위의 일환으로 영국이 식민통치 당시 말레이시아내 인도인들에게 자행했던 차별행위를 규탄하며 쿠알라룸푸르 주재 영국 대사관으로 행진하려 했습니다.

그러나 말레이시아 경찰은 최루가스와 화학물질이 혼합된 물을 뿜어내는 물대포 등을 동원해 시위군중을 강제 해산시켰습니다. 말레이시아 경찰은 또 여러 명의 시위자들을 경찰차량에 싣고 연행했습니다.

말레이시아의 소수 인도인 힌두교 인권단체들은 지난 8월에 영국 정부를 상대로 4조 달러에 달하는 거액의 피해보상 청구소송을 낸 바 습니다.  말레이시아를 식민통치할 당시 영국 정부가 인도인들을 계약 노동자로 말레이시아에 데려다가 착취한 것에 대한 보상요구가 소송이유입니다.

인도인 시위자들은  말레이시아인들이 다수를 차지하고 있는 현 말레이시아 정부하에서도 인도인들에 대한 차별이 계속되고 있다고 항의합니다.

자신들은 영국 식민통치하에서 노예처럼 인도로부터 말레이시아로 끌려와 차별을 받았는데 이제는 말레이시아에서 태어난 인도인의 2세, 3세들이 또 차별당하고 있다면서 도대체 세상에 이런일이 있을 수 있느냐며 항의합니다.

말레이시아에서는 인종, 민족 문제가 민감한 사안입니다. 말레이시아 헌법하에서 사업과 교육, 일자리, 민간에 대한 공공 서비스 등과 관련해 일부 소수 민족이 다른 소수 민족보다 차별적인 우대를 받도록 돼 있습니다. 말레이시아의 인도인들은 세 번째로 많은 소수민족 집단입니다.

지난 주말 수도 쿠알라룸프루 시내에서 벌어진 항의시위는 민족과 인종간 긴장을 유발할뿐만 아니라  압둘라 바다위 총리의 말레이시아 정부에 대한 시험이기도 합니다.  시위가 벌어지던 날, 인도계 출신 사미 벨루 각료는 시위자들이 현 바다위 정부에 대한 흠집내기 술책이라고 비난했습니다.

11월 초에는 쿠알라룸푸르에 수 천 명의 군중이 선거개혁을 요구하는 시위를 벌이기도 했습니다. 

소수민족, 인도인의 인권단체인 ‘힌두교도권리행동대’ 간부들은 군중항의시위를 선동했다는 이유로 체포됐습니다. 말레이시아에서는 원칙적으로 표현의 자유는 허용되고 있지만 다섯 사람 이상의 집회는 당국의 사전허가를 받아야 합니다. 그러나 그런 집회허가는 받기가 어렵습니다.

Malaysian police broke up a protest against discrimination by 10,000 ethnic Indians. As VOA's Heda Bayron reports from our Asia News Center in Hong Kong, this is the latest protest to fray Malaysia's tightly controlled and racially divided society.

Despite roadblocks and police warnings that the protest was illegal, thousands of Malaysian Indians gathered Sunday in the capital, Kuala Lumpur.

They wanted to march to the British embassy, blaming Britain for what they call discrimination against ethnic Indians in Malaysia.

Instead like slaves in this country. We [were] born here, our children born here. What is going on in this country?"" said a protester, who says the situation has persisted under the current Malay-dominated Malaysian government. 

Race is a sensitive issue in Malaysia. Under Malaysia's Constitution, ethnic Malays receive preference over other ethnic groups in business, education and jobs in the civil service.

Indians comprise the third largest ethnic group in Malaysia.

Sunday's protest is not only stoking racial tensions in Malaysia, but also testing the government of Prime Minister Abdullah Badawi.

On Sunday, an ethnic Indian Malaysian minister, Samy Vellu, denounced the protest as a "ploy to smear the government's name".

Earlier this month, thousands rallied in Kuala Lumpur to demand electoral reforms.

On Friday, activists from the Hindu Rights Action Force, which organized Sunday's protest, were arrested for sedition.

Although in principle Malaysians are allowed freedom of ｅxpression, assemblies of more than five people need a permit, which is hard to get. (미국의 소리 2007.11.29)
