Premier makes proposals for enhancing SCO co-op

Chinese Premier Wen Jiabao proposed in Dushanbe on Friday that members of the Shanghai Cooperation Organization (SCO) should further facilitate economic cooperation by coordinating legislation and policy making, improving infrastructure and guaranteeing investments.

Addressing the fifth meeting of SCO prime ministers, Wen said the regional group "had established multilevel mechanisms and channels for cooperation over the past several years."

However, he also acknowledged that factors such as the discrepancies in different member's legislation, and the unsatisfactory conditions of infrastructure capital supply had hampered economic exchanges.

"I propose that (SCO members) should strengthen coordination in legislation and policy making to create favorable conditions for trade and investment," Wen said at the meeting.

Describing unified, transparent and fair rules for trade and investment as the basic requirements for regional economic cooperation, the premier encouraged SCO members to carry out inter-parliamentary exchanges to improve coordination on legislation in the economic field.

On infrastructure building, Wen proposed that SCO members promote the construction of road transportation networks and information super highway projects.

The region "should make use of its geographical advantage as the link between Asia and Europe for the development of cross-border transportation, and to connect telecommunication networks so as to create convenient channels for logistics and information flow." Wen said.

He also urged the members to work cooperatively in the energy sector, both within the SCO and with neighboring states.

The Chinese premier additionally proposed that the governments of SCO members increase investments for regional economic cooperation. He said that the members should also seek resources from outside the SCO and step up cooperation with international financial institutions such as the Asian Development Bank.

Wen arrived here Thursday night to start his two-day official visit to Tajikistan and to attend the fifth meeting of the SCO's prime ministers, after visiting Finland, Britain and Germany.

The SCO groups China, Russia, Uzbekistan, Tajikistan, Kyrgyzstan and Kazakhstan, with Pakistan, Mongolia, Iran and India holding observer status.

Premier Wen: China to double trade volume with SCO members by 2010

Chinese Premier Wen Jiabao said in Dushanbe on Friday that China planned to double its trade volume with the other member countries of the Shanghai Cooperation Organization (SCO) by 2010.

After the annual prime ministers meeting of SCO member countries, held in the Tajik capital of Dushanbe, Wen told reporters that China had set a goal to increase its turnover with SCO members from the current 40 billion U.S. dollars, up to 80 to 100 billion dollars in the next four years.

Economic cooperation was an important aspect of the cooperation among SCO members, the Premier said, adding that all the member states had contributed to the promotion of trade and investment facilitation in a bid to ensure the steady growth in the areas of economy and trade.

Therefore, "China will increase its exports while expanding its imports," he said.

Wen added that key areas of cooperation among SCO members included energy, transportation and telecommunication. China has pledged to extend export buyer's credit worth 900 million dollars to other SCO members.

A number of large projects using the preferential credit were underway. All projects would be launched through "open, just and transparent bidding," he said.

Wen said China was ready to grant further credit and financial support so as to strengthen the concrete cooperation with all SCO members and to bring benefits to all.

The SCO, a regional organization founded in June, 2001, now includes China, Russia and four central Asian states -- Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan.

상하이협력기구(SCO) 제6차 정상회의가 15일 상하이 국제회의센터에서 개최됐다.

상하이협력기구 창설 5주년째에 열리는 이번 정상회의는 후진타오(胡錦濤) 중국 국가주석이 주재한다.
후 주석은 연설을 통해 SCO에 대한 중국 정부의 정책을 소개하고, SCO 발전 추진을 위한 제안 등을 제시할 예정이다.

4.분석

 (1)현재 지구상에서 가장 크고 가장 강한 군사동맹은 NATO이다. 소련이 붕괴된 이후 미국이

    주도하는 군사동맹체인 것이다.이에 경제적으로 급 발전하고 있는 중국과 러시아가 주축이 되어 새로운 군사동맹체를 만든다는 것인가에 대한 우려가 제기되고 있다.

그러나 세계 각국 안보나 지역평화는 유엔 중심으로 개편되고 있으며 중국이나 러시아등도 연합군 주축으로 활동을 하고 있다 실제로는 군사적 협력보다는 지역테러에 대한 대처와 경제적 실리에 있다고 본다

(2)자본주의민주주의 혁명 후 자유주의와 사회주의 공존 열린사회 자유민주정부 수립에 지원

러시아 푸틴정부는 자유민주정부이고 중국 호금도 정부는 사회정부이다

공산정부에서 자유민주정부나 국가사회주의 정부로 변모하는 지금의 시기에 러시아나 중국처럼 안정적이고 평화롭게 공산정부에서 자유민주정부나 사회정부로 변모해야 한다는 것이 유엔의 입장이며 미국등 선진국의 입장이다

그러므로 유엔이나 미국등 선진국은 SCO등장을 찬성하여 유엔에 적극적으로 참가하여 지역 안정과 평화, 경제발전에 이바지 하기를 바라는 입장이다
