인도네시아 새 대통령 취임

 

조코 위도도(53) 인도네시아 대통령이 20일 수도 자카르타의 의회에서 열린 취임식에서 주먹을 들어올린 채 연설하고 있다. 인도네시아 사상 첫 민간인 출신 직선 대통령으로 변화에 대한 기대를 불러일으키고 있는 그는 취임 연설에서 “어부, 노동자, 농부, 학자, 경찰에 이르기까지 우리 모두 어깨를 맞대고 열심히 일하자”고 했다. 그는 대선 경쟁자였던 프라보워 수비안토 대인도네시아당 총재를 “친구”라고 언급하기도 했다. 이날 취임식에는 약 5만명이 취임식장과 주변에 몰려들었다.

인도네시아 조코위 대통령 취임…역사상 첫 문민 정부 출범

역사상 첫 문민 대통령인 '조코 위도도(53·Joko Widodo/조코위)' 인도네시아 대통령이 20일 취임했다.

수도인 자카르타의 국회의사당에서 열린 조코위 대통령 취임식에는 존 케리 美 국무장관을 비롯해 토니 애벗 호주 총리, 나집 툰 라작 말레이시아 총리, 리센룽 싱가포르 총리, 박 대통령 특사인 새누리당 김태환 의원 등 전 세계에서 온 정치인들과 인도네시아 고위 인사들이 대거 참석한 가운데 진행됐다.

이날 취임식에서 조코위는 "인도네시아 대통령으로서 의무를 다하기 위해 최선을 다하고 신의 이름으로 정의롭게 행동하겠다"고 선서하고 "인도네시아라는 큰 배의 선장으로서 국민 모두가 배에 함께 올라 위대한 인도네시아를 향해 항해해 나가길 바란다"고 힘주어 말했다.

가구점 영업직 출신인 조코위는 인도네시아의 '오바마'로 불릴 정도의 친서민 개혁 성향으로, 자카르타 주지사 당시 유숩 칼라 부통령 출마자와 러닝메이트로 대통령에 출마해 당선됐다.

지난 1961년 중부자바주 '수라까르따(솔로)시'(市)에서 가난한 목수의 아들로 태어난 그는 족자카르타 명문 '가자마다대학교(UGM)' 임학과를 졸업하고 가구사업을 시작해 큰 성공을 거두었다. 가구 사업으로 성공을 거둔 그는 2005년 자바섬의 조그만 '수라까르따' 시장에 출마해 당선된 이후 현장 위주의 친 서민정책과 행정 개혁 등으로 국민적 신망을 쌓으며 전국적인 명성을 얻게 된다.

이후 '블루수깐'(blusukan/문제점을 현장에서 찾는다)이라는 수식어가 붙을 정도로, 서민들이 사는 현장을 불시에 방문, 현장에서 해답을 찾는 등 자신의 신념인 '현장 중심의 개혁 정치'를 펼침으로써 국민들의 마음을 사로잡았다.

조코위의 이런 정치적인 행보는 2012년 자카르타 주지사 당선으로 이어지며, '자카르타 건강카드(Kartu Jakarta Sehat)'라는 프로그램을 만들어 의료혜택을 받지 못하는 취약계층에게 의료서비스를 제공하는 등 각종 개혁을 지속적으로 추진해왔다.

 

그의 이런 청렴함과 親서민 이미지는 시간이 흐르면서 국민들의 신뢰를 쌓았고, 투쟁민주당(PDIP) '메가와티 수카르노 뿌뜨리' 총재로부터 대선 후보로 낙점 받아 대통령에까지 올랐다.

그러나 조코위 대통령은 수하르토가 32년간 철권 통치한 인도네시아의 정치를 물갈이하는 주인공은 됐지만, 동남아시아의 최대 경제 대국인 인도네시아의 민주주의 실현과 경제 발전, 부패 청산 등 많은 과제를 떠맡게 돼 정치적 시험대에 오를 것으로 보인다.

특히 이날 취임식에는 전 세계적으로 비중있는 인사들이 대거 참석했다. 미국은 대통령 최 측근인 존 케리 국무장관을 특사로 파견하고, 호주는 토니 애벗 총리가 직접 참석했다. 또 이웃한 말레이시아는 나집 툰 라작 총리가 방문하고, 싱가포르의 리센룽 총리도 그의 취임을 축하하기 위해 인도네시아를 방문했다.

조코위(1961년 6월 21일 ~ 인도네시아어: Jokowi)는 인도네시아의 정치인으로, 전 수라카르타 시장, 전 자카르타의 주지사이자 현재 인도네시아의 대통령이다. 본명은 조코 위도도(인도네시아어: Joko Widodo)이며, 조코위는 그의 별명이다. 2005년부터 2012년까지 수라카르타의 시장을 지냈으며, 2012년 자카르타의 주지사로 당선되어 2014년까지 재직하였다. 자카르타 주지사를 지내며 높은 인기를 얻었으며, 2014년 대통령 선거에 민주항쟁당 후보로 출마 46.85%를 득표한 위대한 인도네시아 운동당의 프라보워 수비안토를 누르고 당선되었다. 2014년 10월 20일 정식으로 업무 수행을 시작했다.

수라카르타에서 가난한 목수의 아들로 태어났으며, 가구 판매업을 하다 2005년 수라카르타 시장 선거에서 야당 민주항쟁당 후보로 당선되어 정계에 입문했다. 시장 시절 지역 기업 육성 정책을 펴 성공을 거두었으며, 2010년 압도적으로 재선하였다. 2012년 자카르타 주지사 선거에서 당선되었으며, 검소하고 청렴한 이미지 등으로 단숨에 차기 대권주자로 부상했다

그는 2013년 차기 대선 출마를 선언했으며, 이어 메가와티 수카르노푸트리 총재를 대신해 민주항쟁당의 대통령 후보로 선출되었다. 그의 출마로 이른바 '조코위 신드롬'을 일으켰으며, 40%대의 지지율로 다른 후보를 제치고 1위를 기록했다.

2014년 총선에서 민주항쟁당은 18.95%만을 득표하여 승리하였으나, 당초 예상했던 30%에 훨씬 못 미치는 득표율을 기록했다. 인도네시아 선거법은 총선득표율 25% 이상 또는 국회 내 20% 이상의 의석을 차지한 정당만 대통령 후보를 낼 수 있다. 민주항쟁당은 곧바로 민주국민당과 국민계몽당의 지지를 얻었으며, 이어 인민양심당과 통일정의당의 추가 지지를 얻어 그 조건을 충족시켰다. 당초 노동당(골카르)이 추가로 지지했으나, 지도부가 이를 인정하지 않고 위대한 인도네시아 운동당(거린드라)의 프라보워 수비안토 후보를 지지하였으며, 조코위가 노동당의 유수프 칼라 전 부통령을 러닝메이트로 지명하여 노동당의 표가 갈라지게 되었다. 이어 거린드라가 더 강력한 연합과 조직력을 구성하는 가 하면 인터넷에서 그가 중국계 싱가포르인의 후손은 물론 기독교 신자라는 흑색선전물이 퍼져 위기를 맞이했다. 이러한 위기 속에서도 53.15%를 얻었으며, 범여권의 프라보워 후보는 46.85%를 얻어 낙선했다.

그러나 조코위의 당선으로 인도네시아는 역사상 최초의 직선제 정권 교체를 이루었다. 2014년 10월 20일 인도네시아의 제7대 대통령으로 취임했으며, 이에 따라 군 경력이 전혀 없는 최초의 민간인 대통령이자, 엘리트/기성세대 출신이 아닌 최초의 대통령으로 기록되었다

 

 

유수프 칼라(인도네시아어: Jusuf Kalla)는 인도네시아의 정치인으로, 2004년부터 2009년까지 인도네시아의 부통령으로 재직하였다. 2014년 대통령 선거에 민주항쟁당 조코위 후보의 러닝메이트로 출마, 당선되었다.

Joko Widodo won a closely fought presidential election in July 2014 on promises to break with the authoritarian past, improve welfare for the poor and take on corruption.

The election commission declared the Jakarta governor the winner with 53% of the vote. He is set to be inaugurated in October.

His rival, former army general Prabowo Subianto, who won 47%, alleged widespread fraud and said he would challenge the result in court.

Mr Widodo is seen by many as relatively untainted by the county's endemic corruption and in touch with ordinary Indonesians as a result of his humble background.

Known as "Jokowi", the former furniture maker is especially popular with the urban and rural young.

His campaign platform called for "mind-set revolution" to end the corruption, nepotism and intolerance Mr Widodo believes flourished during the 31-year-long dictatorship of former President Suharto.

He also promised a strong focus on education and modern technology, including e-governance.

Critics said he lacked political experience and would struggle to push through his agenda, as his Indonesian Democratic Party-Struggle (PDI-P), has only 37% of seats in parliament.

Opponents claimed he would be the puppet of the PDI-P's veteran leader, Megawati Sukarnoputri, a former president and daughter of Indonesia's independence leader, Sukarno. Mr Widodo's allies insist he will be his own man.

Born in 1961 in Solo as the son of a wood-seller, Mr Widodo was elected mayor of Solo - a city in the centre of Java - in 2005 and gained popularity with policies aimed at boosting small and local businesses.

Mr Widodo then went on to run for the position of governor of Jakarta, winning an emphatic victory in 2012.
