베트남, 찌엣 주석 6월 18일 방미 앞두고 반체제 인사 석방 (E)

베트남 정부는  베트남의 인터넷 반체제 인사인 응웬부빈 씨를 석방했다고 확인했습니다. 응웬부빈 씨는 민주주의를 옹호하는 글을 인터넷에 올려왔으며, 이를 이유로 2002년 12월부터 감옥에 수감됐었습니다. 응웬부빈 씨의 석방은 응웬민찌엣 베트남 국가주석의 미국 방문을 앞두고 결정된 것입니다.

올해 39살의 응웬부빈씨는 베트남 공산당 기관지에서 활동하는 언론인이었습니다. 그러던 중 2001년부터 민주주의를 옹호하는 글을 써서 인터넷에 올리기 시작했습니다. 경찰은 2002년 12월 그를 체포했고, 1년 뒤에는 첩보 혐의로 징역 7년형을 선고했습니다.

하지만 9일 형 만료까지 2년이 남은 시점에서 빈 씨는 베트남 하남주의 바 사오 감옥에서 석방됐습니다. 바 사오 감옥은 하노이에서 북쪽으로 50킬로미터 떨어진 곳에 있습니다.

호주국방대학의 베트남 전문가 칼 테이어 씨는 빈 씨에 대한 석방결정이 응웬민찌엣 베트남 국가주석의 미국 방문과 연관돼 있다고 말합니다.

베트남 정부는 연관성을 부인하고 있지만, 분명히 관련이 있다는 것이 테이어 씨의 지적입니다.

미국과 베트남 간에는 최근 꾸준하게 관계가 개선되고 있고, 조지 부시 미국 대통령의 지난해 11월 하노이 방문에 이어 이번에는 찌엣 주석이 미국을 찾습니다.

하지만 2007년 들어서 베트남은 민주주의 운동가들에 대한 단속을 벌여왔고, 몇몇 인사들에게는 긴 징역형을 선고했습니다.

지난 5월 미국 의회 하원은 베트남 정부의 이런 단속을 비난하는 결의안을 절대적인 지지로 통과시켰습니다. 미국 백악관도 민주주의 인사들의 체포에 대해 우려하는 성명을 발표했습니다.

테이어 씨는 베트남이 이런 미국의 요구에 부응하는 결정을 내리지 않으면 미국이 찌엣 주석과 부시 대통령의 회담을 연기할 수도 있다는 점을 이해한다고 말했습니다.

타이어 씨는 빈 씨의 석방은 베트남에 대한 미국의 이런 항의와 직접적으로 연관돼있다고 지적했습니다. 또 미국은 찌엣 주석에게 베트남이 어떤 행동을 취하지 않으면 양국 관계에 불편한 분위기가 조성됐을 것이라는 메시지를 전했을 것이라고 말했습니다. 타이어 씨는 이어서 또 찌엣 주석의 방문이 내년으로 연기된다면 그것은 베트남에게 매우 당황스러운 일일 것이라고 덧붙였습니다.

한편 오는 18일 찌엣 주석의 미국 방문에 앞서 더 많은 반체제 인사들이 석방될 가능성도 있습니다. 현재 양국은 관계 개선과 더불어 90억 달러에 달하는 무역관계를 맺고 있습니다. 특히 양국 정상은 이번 회담을 통해서 투자와 무역에 대한 준비 협정을 맺을 것으로 기대됩니다.

Vietnam confirmed Sunday that it had released Internet dissident Nguyen Vu Binh. Binh, who published pro-democracy essays on the Internet, had been in jail since December 2002. His release comes ahead of a visit to the United States by Vietnamese President Nguyen Minh Triet. Matt Steinglass has more from Hanoi.

Nguyen Vu Binh, 39, was a journalist at the Communist Party's own magazine, Tap Chi Cong San, when he began writing pro-democracy essays in 2001 and publishing them on the Internet. Police arrested him in December 2002, and a year later he was sentenced to seven years' prison for espionage.

On Saturday, with more than two years left in his sentence, Binh was released from Ba Sao prison in Vietnam's Ha Nam province, about 50 kilometers from Hanoi.

Vietnam expert Carl Thayer, of the Australian National Defense University, said the amnesty is linked to an upcoming visit to the United States by Vietnamese President Nguyen Minh Triet.

"The Vietnamese aren't making the connection, but there obviously is one," he said.

The United States and Vietnam enjoy increasingly warm relations, and Triet's invitation came when U.S. President George Bush visited Hanoi last November.

But since the beginning of 2007, Vietnam has been cracking down on democracy activists, sentencing several to long prison terms.

In May, the U.S. House of Representatives overwhelmingly passed a resolution condemning Vietnam's crackdown, and the White House issued a statement deploring the arrests.

Thayer says he understands the United States would have postponed Triet's meeting with Bush unless Vietnam made concessions on dissidents.

"It is clear that Binh's release is directly related to the fact that representations had been made," said Thayer. "It was very clear that unless some action was taken, that it would be inconvenient, I think was the ｅxpression, to receive Triet at this time. Which would have meant a postponement until next year, at least, and real embarrassment for the Vietnamese."

More dissidents may be released before Triet leaves for the United States on June 18. The two countries currently enjoy a trade relationship worth $9 billion a year, and the presidents are expected to discuss a trade and investment framework agreement.(미국의 소리 2007.6.13)
