미국 정부는 30일 북한의 대량파괴 무기 확산활동을 지원한 혐의로 스위스회사, ‘코하스 에이쥐’사와 그 회사의 스위스인 사장의 미국내 자산을 동결했습니다.

미국 재무부는 30일 스위스의 공업품 도매회사인 코하스 AG사가, 북한의 대량파괴무기의 제조및 판매활동에 개입했기 때문에 미국내 자산을 동결하기로 결정했다고 발표했습니다. 미국 재무부 성명은 코하스 에이쥐사가 북한군을 위한 유럽의 중개업체로, 무기제조에 이용될수 있는 물품들을 구매했다고 지적했습니다.

또한 코하스 에이쥐사와 사장인 야콥 스타이거씨는 지난 1980년대말 창업이래 북한을 대표해 대량파괴무기 확산활동에 개입해왔다고 이 성명은 말했습니다. 미국 재무부는 북한의 불법 대량파괴무기의 제조및 확산활동은 아시아지역을 넘어 세계 다른지역으로 확대되고 있는 매우 방대한 조직망에 의존하고 있다고 지적하고 북한의 불법활동을 국제 금융체계로 부터 배제시키기 위해 적극적인 노력을 계속할것이라고 말했습니다.

미국은 ‘코하스 에이쥐’사뿐 아니라 이 회사의 스위스인 사장인 ‘야콥 스타이거’씨에 대해서도 미국내자산을 동결하는 외에 미국회사와의 거래도 금지한다고 발표했습니다. 미국 재무부는 코하스 에이쥐사가 북한의 [조선 련봉 총회사]와 금융관계를 맺고 있다고 말했습니다.

[조선 련봉 총회사]는 미국에 의해 대량파괴무기확산활동에 개입된 혐의로 지난해 10월 21일 미국내 자산을 동결당했습니다. ‘코하스 에이쥐’사의 지분 절반가량은 [조선 련봉총회사]의 자회사인 [조선 룡왕] 무역이 보유하고 있고 나머지 절반 지분은 사장인 [야콥 스타이거]씨가 소유하고 있다고 미국 재무부는 지적했습니다.

그러나 스위스 당국은 31일 코하스 에이쥐사와 그 회사의 사장인 스타이거씨에 대한 미국정부의 혐의사실은 전혀 사실무근이라고 31일 말했습니다. 스위스 당국은 지난 10년동안 이 회사의 활동을 면밀히 추적해왔으나 북한의 대량파괴무기 제조나 확산을 코하스 에이쥐사가 지원했다는 증거를 확보하지 못했다고 스위스 경제부의 수출통제및 재제담당 [오트마 와이스]씨가 밝혔다고 에이피통신이 전했습니다. (미국의 소리)

부시정권은 목요일 한 스위스 은행과 그 사장을 북한의 대량파괴무기확산을 돕는 역활을 했다고 주장하면서 그 재정적 자격을 박탈했다.  재무성의 조치는 스위스에 위치한 공업제품도매회사인 Kohas AG와, 그 회사 사장인 스위스국적의 Jakob Steiger에 대해서이다. 미국정부가 북한에 대한 압력을 강화하는 가장 최근의 시도인-이 조치는 미국내에 있는 이 회사 및 Steiger에 소속된 여하한 자산도 동결되며 또 미국인은 그들과의 비지니스를 금한다는 것을 의미한다. 재무성은 Kohas AG는 북한회사, Korea Ryonbong General Corp.과 자금 연휴를 가지고 있고, 대량파괴무기확산에 관여한 것으로 미국 정부가 믿고 있다고 말했다. 미정부는 지난해 이 회사의 자산동결을 명했다. US Freezes Kohas AG, CEO Assets For Alleged N Korea Ties The Wall Street Journal 2006. 3. 30. 12:50 p.m.

WASHINGTON (AP)--The Bush administration acted Thursday to financially incapacitate a Swiss company and its president for their alleged role in helping North Korea proliferate weapons of mass destruction. The Treasury Department's action is against Kohas AG, an industrial supply wholesale company located in Switzerland, and Swiss national Jakob Steiger, the company's president. The action - the latest effort by the government to intensify pressure on North Korea - means that any assets belonging to this company and to Steiger found in the U.S. must be frozen and Americans are forbidden from doing business with them. The department alleged that Kohas AG has financial ties to a North Korean company, Korea Ryonbong General Corp., that the U.S. government believes has engaged in transactions to spread weapons of mass destruction. The government ordered that company's assets frozen last year. Nearly half of Kohas AG's shares are owned by a subsidiary of Korean Ryonbong General - called Korea Ryongwang Trading Corp., Treasury said. That company also was put on the government's blocking list last year. Steiger owns the remaining shares of Kohas AG, Treasury said. "Kohas AG acts as a technology broker in Europe for the North Korean military and has procured goods with weapons-related applications," Treasury said in a release. "Kohas AG and Jakob Steiger have been involved in activities of proliferation concern on behalf of North Korea since the company's founding in the late 1980s." "North Korea's efforts to build and sell weapons of mass destruction depend on a vast network, the reach of which extends beyond Asia," said Stuart Levey, Treasury's undersecretary for terrorism and financial intelligence. The department didn't provide further details. Treasury's designation of the Swiss company and its president come amid rising tensions over North Korea's nuclear capabilities. North Korea declared last year that it has nuclear weapons, although the claims could not be confirmed independently.   Discussions among six nations - the U.S., North Korea, South Korea, China, Japan and Russia - over North Korea's nuclear ambitions have been stalled since November by a dispute involving financial restrictions the U.S. imposed on North Korea for its alleged currency counterfeiting and money laundering. Pyongyang has said it will not return to the negotiating table unless the restrictions are lifted.

Kohas AG and Jakob Steiger were designated pursuant to Executive Order 13382, an authority aimed at freezing the assets of WMD proliferators and their supporters.  "North Korea's efforts to build and sell weapons of mass destruction depend on a vast network, the reach of which extends beyond Asia," said Stuart Levey, Treasury's Under Secretary for Terrorism and Financial Intelligence (TFI).  "The Treasury will continue to track and combat this network aggressively to exclude North Korea's illicit activity from the financial system." Kohas AG is an industrial supply wholesaler located in Switzerland that is named today for its ties to Korea Ryonbong General Corporation, which was designated by President Bush in the annex of E.O. 13382 on June 29, 2005. Nearly half of Kohas AG's shares are owned by a subsidiary of Korea Ryonbong General Corporation known as Korea Ryongwang Trading Corporation, which was previously designated by the Treasury on October 21, 2005. Jakob Steiger, a Swiss national, is the president of Kohas AG and owns the remainder of the company's shares. Kohas AG acts as a technology broker in Europe for the North Korean military and has procured goods with weapons-related applications. Kohas AG and Jakob Steiger have been involved in activities of proliferation concern on behalf of North Korea since the company's founding in the late 1980s. Today's action prohibits transactions between the designees and any U.S. person and freezes any assets the designees may have under U.S. jurisdiction. Background on Executive Order 13382 Today's action builds on President Bush's issuance of E.O. 13382 on June 29, 2005. Recognizing the need for additional tools to combat the proliferation of WMD, the President signed the E.O. authorizing the imposition of strong financial sanctions against not only WMD proliferators, but also entities and individuals providing support or services to them. The E.O. carried with it an annex that designated eight entities operating in North Korea, Iran, and Syria for their support of WMD proliferation.  The President at that time also authorized the Secretaries of Treasury and State to designate additional entities and individuals. Since the issuance of E.O. 13382, the Treasury has designated an additional 10 individuals and entities tied to North Korea proliferation and two Iranian entities facilitating proliferation. The designations announced today are part of the ongoing interagency effort by the United States Government to combat WMD trafficking by blocking the property of entities and individuals that engage in proliferation activities and their support networks.
