에드워드 케네디의 생애와 발자취

미국 정치의 버팀목으로 불리우던 에드워드 케네디 연방상원 의원이 1년 동안의 암투병끝에  25일밤, 생을 마감했습니다. 고 존 F 케네디 대통령 형제들중 막내였던 케네디 의원은 사회복지 정책, 인종차별 종식 등 여러 분야에서 형들의 정치이념을 계승해 적극 추진했던 진보적 정치인으로 평가되고 있습니다. 그러나 에드워드 케네디 의원에게 적지않은 논란이 따르기도 했습니다. 케네디의원의 생전의 정치적 생애를 조명해 봅니다.

 고 에드워드 케네디 의원은 진보적 대의의 챔피언으로서 상원의원  재직중 근로자들의 권리와 교육재정, 외교정책, 이민법 등 많은 분야에서 근본적인 변화를 일으킨 법안들을 앞장 서  추진했습니다. 고 케네디 대통령의 딸 캐롤라인 케네디는 삼촌인 에드워드 의원을 애칭인 테디라고 부르면서 그는 케네디 가문의 귀감이었다고 회상합니다.

 

 테디 삼촌은 상원의원으로 40 여년간 봉직하면서 민권과 사회정의, 경제적 기회 등 이 시대의 가장 중요한 일들을 위한 투쟁에 앞장서왔다고 캐롤라인은 지적합니다.

고 에드워드 케네디 의원은 조지 부시 전 대통령 행정부의 이라크 정책을 앞장서 반대했고  부시 행정부의 테러 용의자들에 대한 심문기법과 테러와의 전쟁 수행 등을 거리낌없이 비판했습니다. 케네디 의원은 2007년에 CBS 방송과의 인터뷰에서 이라크 전쟁에 대한  반대입장을  강조했습니다.

케네디 의원은 상원에서 이라크 전쟁관련 표결에 자신은 반대표를 던졌다 면서 이라크 전쟁은 적절치 않은 시기의 옳지않은 전쟁이라고 지적했습니다.

케네디 의원은 그러나  민주당의원으로서 당을 초월해  공화당과 법안을 타협하기도 했던 것으로 유명합니다.

케네디 의원은 2008년에 바락 오바마 의원을 개혁의 기수로 여겨 민주당 대통령 후보 지명경쟁에 나선 오바마 의원을 지지하고 나선 유력 정치인들 가운데 한 명이었습니다. 

케네디 의원은 민주당 전당대회에서 변화를 선택하는 용기를 갖고 역사적인 여정에 동참할 것을  동료 민주당원들에게 촉구했습니다. 케네디 의원은 새로운 세대의 지도자가 요청되는 때라면서 바로 지금은 바락 오바마의 때라고 강조했습니다.

케네디 의원이 처음 상원에 진출한 것은 1962년  큰 형, 존 케네디 대통령이 암살되기 1년전이었습니다.

케네디 의원은 형 장례식에서 추도사를 통해 형은 사후에 실제 생애이상으로 영웅시될 필요가 없는 인물이라고 말했습니다. 형은 단지 잘못된 것을 보고 그것을 바로잡으려 했던 선량하고 올바른 사람으로 기억될 것이라고 케네디 의원은 추도했습니다.

케네디 의원은 1968년에 바로 윗형인 로버트 케네디 의원이 대통령 후보로 선거유세에 나섰다가 암살되면서 또다른 가족사의 비극을 감내해야 했습니다. 에드워드 케네디 의원은 로버트 케네디의 죽음으로 케네디 형제의 가장 나이어린 막둥이에서  갑작스레  가문의 정치적 지주로 발돋음했습니다.

케네디 의원에겐 백악관으로 가는 길이 훤히 열린 것처럼 보였습니다. 그러나 케네디 의원은 1969년에 자신이 운전하던 자동차가 다리에서 물로 추락해 차에 타고있던 젊은 여성이 숨지고 자신은 살아남은 사건 때문에 대통령 꿈은 접어야 했습니다. 케네디 의원은 자동차 추락사고를 여러 시간이 지나 뒤늦게 경찰에 신고함으로써 온갖 의혹들이 불거져 나왔고 그 때문에 정치적 공인으로 위상에 금이 가고 말았습니다. 에드워드 케네디 의원은 대통령 꿈을 버려야 했을뿐만 아니라 상원의원 자리에서도 물러나야 하는지 출신지인 매사추세츠주 유권자들에게 물었습니다.

케네디 의원은 당시 결정은 단독으로 해리기 힘들었다고 말했습니다. 그러나 수 많은 사람들로부터 포기하지 말라는 격려가 쇄도했고 1980년에 민주당 대통령 후보지명 경쟁에 나섰다가  지미 카터 대통령에게 패했습니다

 After John Kennedy was elected the 35th U.S. President, Edward Kennedy started to run the campaign for the senator seat left vacant by his oldest brother. He was elected the U.S. Senator for Massachusetts in 1962.

The airplane Edward Kennedy took from Washington to Massachusetts crashed on June 19, 1964. The pilot and Edward Moss, one of Kennedy's aides, were killed. Kennedy was pulled from the wreckage by fellow Senator Birch E. Bayh II and spent months in hospital recovering from a severe back injury, a punctured lung, broken ribs and internal bleeding

On the night of July 18, 1969, Edward Kennedy was on Chappaquiddick Island, Massachusetts at a party. Leaving the party, Kennedy was driving home with 28-year-old Mary Jo Kopechne as his passenger, when Kennedy drove off Dike Bridge. Kennedy escaped the vehicle safely and left the scene. But he did not call authorities until Kopechne's body was discovered the following day. Kennedy pleaded guilty to leaving the scene of an accident and was given a sentence of two months in jail, suspended. In this photo, a trailer is pulling his car out from the water.

 

Edward Kennedy gave an endorsement to Obama on January 28, 2008. Kennedy's endorsement raised the possibility of improving Obama's vote-getting in the primaries.

 

On May 20, 2008, doctors announced Kennedy had a malignant glioma, a type of cancerous brain tumor.

케네디 의원에 세계 지도자들 애도와 경의

지난 25일 뇌종양으로 사망한 에드워드 케네디 미 상원의원에 대한 전세계 지도자들의 애도와 추모가 이어지고 있습니다. 케네디 의원은 미국의 걸출한 정치인이었을 뿐만 아니라 국제 문제에도 큰 영향을 끼친 세계적인 정치인으로 평가되고 있습니다. 자세한 소식 전해드립니다.

 

 세계 각국의 많은 지도자들이 에드워드 케네디 의원의 별세를 애도하면서 고인의 생전 활동에 경의를 표하고 있습니다.

케네디 의원은 지난 1962년부터 상원의원으로 재직하면서 미국 국내정책 뿐아니라 외교정책에도 많은 영향을 끼쳤습니다. 이 때문에 세계는 고인을 국제적 정치인으로 기억하고 있습니다.

아일랜드계 이민자의 후손인 케네디 의원은 1990년대에 영국 북부 북아일랜드의 신구 기독교도들 간 오랜 유혈 충돌과 대결을 종식시키는 평화협상을 성사시키는 데 기여했습니다. 또 미국의 베트남전쟁과 전임 부시 행정부 시절 미국 주도의 이라크 전쟁에도 강력히 반대했습니다.

호주의 케빈 러드 총리는 케네디 의원이 미국의 세계적인 역할에 크게 기여한 정치인이었다고 말했습니다.

러드 총리는 케네디 의원의 의정활동 내용을 보면 고인이 공공정책, 보건정책, 사회정책, 외교정책 등 실로 광범위한 분야에서 뛰어난 정치인이었음을 알 수 있다고 말했습니다.

세계 정치무대에서 특히 북아일랜드의 평화 달성을 위한 케네디 의원의 노력은 높이 평가되고 있습니다. 케네디 의원은 북아일랜드 신구 기독교도들 간의 오랜 유혈 폭력충돌을 종식시키는 성 금요일, `굿 프라이데이' 협정을 이끌어낸 협상에 중대한 영향을 끼친 것으로 기억되고 있습니다.

영국 정부는 이런 공로를 인정해 올해 초 케네디 의원에게 명예 기사작위를 수여했습니다. 토니 블레어 전 영국 총리는 케네디 의원이 공정하고 평등한 기회 실현을 위해 헌신했던 진정한 공직자였다고 회상합니다. 케네디 의원은 미국에서 가장 부유한 가문 출신이면서도 혜택 받지 못한 사람들을 위한 옹호자라는 명성을 얻었습니다.

케네디 의원은 1980년대에 남아프리카공화국에서 인종차별 정책이 철폐되도록 미 의회가 압력을 가하는데 앞장섰고, 남미 칠레인들의 인권을 위한 투쟁에도 기여했습니다. 또 전세계 난민들을 구호하는 일에도 많은 노력을 기울였습니다.

케네디 의원은 지난 2002년에 미국의 국내 문제이면서 세계 문제이기도 한 이라크 전쟁 수행법안 표결 때 반대표를 던졌던 것이 50년 가까운 상원의원 재직 중 최선의 투표였다고 말했었습니다.

이스라엘의 시몬 페레스 대통령은 케네디 의원이야말로 진정한 독립적 정치인이었다고 말했습니다.   

페레스 대통령은 케네디 의원을 미국의 훌륭한 지도자이자 이스라엘의 좋은 친구로 지칭하면서, 강력하고 독자적인 견해를 주창했던 존경 받는 정치인이었다고 애도했습니다.

한편, 바락 오바마 미국 대통령은 케네디 의원의 이념과 이상은 미국 내 많은 법에 반영되면서 수많은 사람들의 삶에 영향을 미쳤다고 말했습니다.

케네디라는 이름은 민주당과 동의어이며, 때때로 당파적 선거운동의 표적이 되기도 했지만 미국에서 케네디 의원처럼 많은 의원들로부터 당파를 초월해 존경과 애정을 받은 정치인은 없다는 것입니다.

지미 카터 전 대통령은 케네디 의원에 대해 `자신의 정책을 실현할 수 있는 정치인'이었다고 평했습니다.

카터 전 대통령은 케네디 의원은 지난 20년 래 가장 효율적인 의회 의원 중 한 명이었다고 말했습니다.
