부시행정부, '청정 에너지 개발은 민간 산업계가 주도해야' (E)

부시행정부는 청정에너지 증진에 주력할 의지로 있다고 천명하면서도,  청정 에너지  기술개발노력은 미국내 민간 산업계의 주도를 필요로 한다고  촉구하고 있습니다. 

미국은 세계 최대규모의 에너지 소비국인 동시에 세계 제 1의  대기 오염국이기도 합니다.  세계적으로 재생가능한 청정 에너지 개발노력이 일대 전기를 맞고 있는 가운데,  미국 연방정부는 전력과 연료 그리고 열생산을 위한  환경친화적인 방법을 증진하기 위해 기존 정책들을 조정하고 있다고 말합니다.

미국의 사무엘 보드만 에너지부장관은 미국정부의 최상의 역할은 민간회사들로 하여금 대체 에너지원을 개발하도록 지원하는 것이라고 말했습니다.

때로는 정부의 지원하에 민간분야의 주도로  변화가 이루어질 경우,   미국은 보다 에너지효율성이 높은 경제 체제로 전환하게 될것으로 믿는다는 것입니다.  

보드만장관은 연방정부의 지원이라면 조세 유인책들과 연방 연구지원금이 포함된다고 지적했습니다.  보드만장관은  태양열의 사용을 증진하고 있는 뉴욕시를 포함해 미국내 13개 도시들에 이미  250만 딸라를 제공할것이라고 발표했습니다. 

 미국 연방 에너지부는 미국의  테마공원 대기업인, 디즈니사와  공동으로 에너지효율성의 중요성에 대한 일반인들의  의식을 고취하기 위한 30초짜리 텔레비전 홍보물을 제작한다고  지난주에  밝혔습니다.  이 광고는 미국인들에게 백열전등을  에너지 효율성이 높은 형광등으로 바꿀것을 권장하는 내용입니다. 

보드만장관은 에너지부자체에서도 개선의 여지가 있다고 지적했습니다. 에너지부 국립실험실에서 연구개발되고 있는 첨단 신기술을 신속히 시판가능한  곳으로 이전할 필요가 있다면서 보드만 장관은 정부의 실무 수행능력을 신속히 개선하는 것이 중요하다고 말했습니다. 

미국의회 민주당이 다수의석을 점하고 있는 상원은 석유회사들에 제공되었던 약 150억달라상당의 세금공제 혜택을 박탈하고 그 돈을 재생가능한 에너지 공급처들에 제공하는 내용의 새 법안을 논의하고 있습니다.

TEXT: The United States is one of the world's largest energy consumers and also one of the top polluters. As a worldwide push for clean, renewable energy gains momentum, the U.S. federal government says it is adjusting its policies to promote environmentally friendly methods of producing heat, electricity and fuel.

U.S. Secretary of Energy Samuel Bodman says the best role the U.S. government can play is one of support for private companies developing alternative energy sources.

"Ultimately I believe the transition to a more energy efficient U.S. economy will happen as a result of changes that happen largely in the private sector, but in some cases, with government support."

Bodman says government support will include tax incentives and federal grants for research. He announced a two-point-five million dollar grant to 13 U.S. cities, including New York City, who are promoting the use of solar power.

Last week, the Department of Energy said it was teaming with the U.S.
entertainment giant, the Disney Corporation, to produce a 30-second TV commercial to promote energy awareness. That ad will urge Americans to switch from incandescent light bulbs to energy efficient fluorescent lighting.

Bodman says there is room for improvement at the Department of Energy.

The Democrats controlled Senate is debating a new bill that would strip about 15-billion dollars in tax incentives from oil companies over the next decade and dole that money out to suppliers of renewable energy.(미국의 소리 2007.6.23)
