부시와 압바스 회담 "내 임기 중 이-팔 평화협상 타결"

조지 부시 미국 대통령은 10일 이스라엘과 팔레스타인이 2개 국가로 공존하는 내용의 평화협정이 내년 1월 자신의 임기가 끝나기 전에 체결될 것으로 믿고 있다고 말했다.

부시 대통령은 이날 팔레스타인 자치정부 청사가 있는 요르단강 서안의 라말라에서 마흐무드 압바스 수반과 회담하고 가진 공동기자회견에서 영속적인 평화를 위해서는 압바스 수반과 에후드 올메르트 이스라엘 총리가 협력하고 힘든 선택들을 해야 한다며 두 지도자가 그런 일을 할 것으로 확신한다고 말했다.
 부시 대통령은 이어 자신의 임기가 끝날 때까지는 평화협정이 체결될 것이라며 적절한 도움을 제공하면 팔레스타인 국가가 출범할 수 있다고 거듭 강조했다.

이에 대해 압바스 수반은 "올해는 평화를 만드는 해가 될 것"이라며 이스라엘과의 평화협상이 부시 대통령의 임기 종료 전에 타결될 것으로 기대하고 있다고 말했다.

부시 대통령은 또 구멍이 많은 스위스 치즈를 거론하며 "팔레스타인 국가의 비전은 인접성을 갖는 영토를 갖는 것"이라며 "스위스 치즈는 국가의 영토에서는 적용될 수 없다"고 말했다.

이는 이스라엘과의 평화협상에 반대하는 하마스가 장악한 가자지구와 협상을 추진하는 온건파인 압바스 수반 진영이 통제하는 요르단강 서안 간의 정치적 통합성을 강조한 말로 풀이된다.
부시 대통령은 하마스와 관련해서는 "가자지구에 살고 있는 팔레스타인인들에게 고통만 줬다"고 비판해 가자지구에 이스라엘이 가해온 봉쇄제재의 책임을 하마스에 돌렸다.
그는 또 압바스 수반 휘하의 보안군을 현대화하는 일을 이스라엘이 도와줘야지 방해해선 안된다고 말해 하마스와 대립하는 압바스 수반의 보안군을 육성하겠다는 의지를 밝혔다.

부시 대통령은 이스라엘이 요르단강 서안 점령지에서 운영하는 군 검문소 문제에 대해서는 "팔레스타인인들의 좌절감을 이해한다"면서도 이스라엘인들의 안전을 담보하는 검문소들이 현 상황에선 필요하다는 견해를 밝혀 사실상 이스라엘의 손을 들어줬다.
압바스 수반 측은 서안 지역에 산재한 수 백 군데의 이스라엘 군 검문소가 팔레스타인인들의 이동권을 제약하고 자유로운 경제활동을 방해한다며 평화협상 타결 전에 대폭적인 축소 내지 전면 철거를 요구하고 있다.

그러나 이스라엘은 팔레스타인 저항세력의 자살폭탄 공격 등을 막기 위해서는 검문소 운영이 불가피하다고 주장하고 있고, 부시 대통령은 그런 이스라엘 측 견해에 동조한 것이다.
중동 순방의 일환으로 팔레스타인 자치지역을 방문한 부시 대통령은 이날 저녁 예루살렘에서 열리는 만찬 행사에 참석하고 11일 홀로코스트 기념관 방문 일정 등을 소화한 뒤 다음 행선지인 쿠웨이트로 이동할 예정이다.
