Japan's DPJ likely to garner 300 seats in general election

TOKYO, Aug. 23 (Xinhua) -- The Democratic Party of Japan (DPJ) appears likely to secure over 300 seats out of the total 480 in the upcoming general election, an overall majority that would oust the ruling party from power, Kyodo News said Sunday.

    The Liberal Democratic Party (LDP) seems set to lose its hold on government as the ruling party could be reduced to slightly over 100 seats, down from the 300 it held heading into the campaign following the dissolution of the powerful lower house on July 21.

    The campaign for the Aug. 30 House of Representatives election officially kicked off Tuesday when a total of 1,374 people filed for candidacy. Of the total, 1,139 are running in the 300 single-seat constituencies and 888 in the 180-seat proportional representation section divided into 11 regional blocks, including 653 who are listed in both sections of the election.

    The LDP is fielding a total of 326 candidates while the DPJ, which had 112 seats at the time of the Diet dissolution, is putting up a combined 330. It is the first time that the number of DPJ candidates has surpassed that of LDP candidates in a general election.

    Under the single-seat system, the Kyodo's survey and analysis found that DPJ candidates would likely perform well enough to secure seats in roughly 190 constituencies and find themselves at least in close races in about 50 other districts. Proportional representation blocks could see the DPJ earn a record 90 seats, exceeding the 77 that the LDP won in a landslide victory in the previous general election four years ago.

    The estimates followed a telephone survey by Kyodo News conducted Thursday through Saturday of 203,448 households across the country, which received responses from 155,148 eligible voters.

    Of those surveyed, 36.3 percent said they have yet to decide which candidate or party they will vote for in single-seat districts while 32.8 percent provided the same answer for the proportional representation section, leaving room for a possible change in the overall situation ahead of voting.

    However, an Asahi Shimbun survey released Saturday found the majority of unaffiliated voters would choose DPJ. 

 

 

 

"日 민주 최대 330석..자민 100석"

일본의 정권이 걸린 총선이 다음주로 임박한 가운데 민주당의 압승 구도가 갈수록 단단해지고 있다.

   전체 중의원 480석(소선거구 300석, 비례대표 180석) 가운데 300석 이상을 민주당이 차지할 것이라는 여론조사 결과가 잇따르고 있다.

   마이니치(每日)신문은 여론조사 결과, 이번 중의원 선거에서 민주당이 300석을 훌쩍 뛰어넘어 최소 318석, 최대 330석도 가능하다고 22일 보도했다.

   이렇게 되면 자민당 의석은 현재의 300석에서 3분의 1로 급감하고, 민주당은 115석에서 거의 3배로 불어나게 된다. 민주당이 320석을 차지하면 중의원의 3분의 2를 석권하는 것이다.

   민주당은 271명을 내세운 소선거구에서 최소 228석, 최대 256석을 얻을 것으로 보이며, 180석이 걸린 비례대표에서는 90∼98석을 확보할 것으로 예상됐다.
전국의 대부분 선거구에서 고전하고 있는 집권 자민당은 소선거구에서 26∼57석, 비례대표에서 42∼51석을 차지하는데 그칠 것으로 전망됐다.
자민당과 연립정권을 형성하고 있는 공명당은 소선거구에서 0∼2석, 비례대표에서 24∼25석을 얻어 겨우 이름을 부지할 것으로 나타났다.

   특히 민주당은 홋카이도(北海道), 야마나시(山梨), 나가사키(長崎) 등 11개 도.현에서는 전 지역구를 석권할 것으로 예상됐다.

   소선거구와 비례대표 병행제가 도입된 1996년 이후 실시된 4차례 총선에서 자민당이 승리했고, 2005년 총선에서는 차순위 득표자와 20%포인트 이상 격차로 대승해 '자민 왕국'으로 통하는 39개 선거구 중 자민당이 현재 우세를 달리는 곳은 15개 선거구에 불과하다.

   지난 20일 나온 아사히(朝日)신문 여론조사에서는 민주당이 전체 중의원 의석 가운데 300석, 자민당이 150석 정도를 확보할 것으로 예상됐다.

 

 

 

 

「民主圧勝」報道に鳩山氏は「風より地殻変動が…」

衆院選の３０日投開票を控え、各党党首は２３日、午前はフジテレビ「新報道２００１」など３つのテレビ番組に相次ぎ出演、午後は日曜最後の遊説に出かけた。各種世論調査で、民主党が３００前後の議席を獲得するとの報道が相次ぐ中、自民、公明両党で過半数を目指す麻生太郎首相（自民党総裁）は、「流れは変わってきている」と巻き返しを誓い、民主党の鳩山由紀夫代表は「私の実感よりも大きすぎる」と強い警戒感をみせた。

　「新報道２００１」とＮＨＫ、テレビ朝日の報道番組に出演した麻生首相は、民主党が「圧勝」し、自民党は「１００議席」前後とした報道機関の世論調査に対し「先月よりも今月、先週よりも今週と、毎日少しずつ反応は上がってきている。われわれとしては（調査結果のような）トレンドではない」と反論した。

　その上で、「新聞で書かれているようなことにはせず、きちんと追いつきたい」と、引き続き政権を運営していく決意を改めて強調した。午後は千葉県と東京都内で遊説し、景気対策を最優先に取り組むことと訴え、「保守政党」としての自民党への支援を呼びかけた。

　鳩山氏は麻生首相と同席したテレビ番組で「風というよりも地殻変動が起きている。かなり民主党に期待を寄せていただいているのはありがたい」と述べた。

　ただ「一番怖いのは、メディアが楽勝みたいなムードをあおることだ。最後の１週間で気を抜いたらアウトだ。１００人くらいの候補者はスレスレの戦いをしているので、この油断が一番危ない」との懸念を示した。その後、都内各所で行った街頭演説でも「選挙というものは最後の最後まで気を抜けないものだ」と候補者や支援者に引き締めを求めた。

目標ラインについて、鳩山氏は「民主党単独過半数を目指す」と重ねて強調した。また、民主党が大勝しても社民、国民新両党と連立政権を組む方針に変わりはないことも示した。

　公明党の太田昭宏代表は、世論調査が公明党の苦戦を伝えていることに「小選挙区から８人出ているが、小選挙区制の中ではきつい」と述べた。その上で小選挙区すべての勝利を含め、解散時勢力（３１議席）の維持を目指すとした。

　共産党の志位和夫委員長は、「比例代表１１ブロックで議席増」、社民党の福島瑞穂党首は「１０人以上の当選」、国民新党の綿貫民輔代表は「全員当選」とそれぞれ語った。
