미∙한∙일∙알바니아, 북한 인권 규탄 공동성명…“책임추궁에 모든 유엔 회원국 동참해야”

지난 2015년 12월 유엔 안보리에서 북한 인권 회의가 열렸다.

 

미국, 한국, 일본, 알바니아 등 4개국이 세계인권선언 75주년을 기념해 북한에 즉각 인권 침해와 학대를 중단할 것을 촉구했습니다. 모든 유엔 회원국들이 책임 추궁에 동참할 것도 주문했습니다. 안준호 기자가 보도합니다.

미국, 한국, 일본, 알바니아 등 4개국이 15일 북한의 열악한 인권 상황을 규탄하고 책임 추궁을 강조하는 공동성명을 발표했습니다.

이들은 공동성명에서 “이번 주 세계인권선언 75주년을 기념하며 양도할 수 없는 권리를 돌아볼 때, 이러한 권리를 거부당한 사람들을 기억하고 옹호하는 것이 중요하다”며 “올해는 북한의 인권 침해가 반인도 범죄에 해당한다는 결론을 내린 유엔 북한인권조사위원회(COI)가 출범한 지 10년이 되는 해”라고 했습니다.

이어 “북한 정부는 여전히 자국 영토 안팎에서 최악의 인권 침해와 학대 기록을 보유하고 있다”며 “여기엔 처형, 암살, 일본과 한국 등에서의 납치, 협박, 불법 구금 등의 행위가 포함된다”고 밝혔습니다.

[공동성명] “As we observe the 75th anniversary of the Universal Declaration of Human Rights this week and reflect on our inalienable rights, it is important we remember and advocate for those who are denied these same rights. This year marks the 10th anniversary of the creation of the UN Commission of Inquiry on Human Rights in the DPRK, which concluded that the DPRK’s human rights violations amount to crimes against humanity. The DPRK government still has one of the worst records of human rights violations and abuses – both within its own territory and outside. These include acts involving executions, assassinations, abductions – including from Japan and the Republic of Korea – intimidations, and unlawful detentions.”

이들은 또 “북한 정부가 계속 광범위한 인권 침해와 학대를 자행하고 있으며, 북한 주민들은 표현∙사상∙양심∙종교의 자유, 평화적 집회∙결사∙이동의 자유, 사생활의 자유, 자의적이거나 불법적인 사생활 간섭으로부터 자유로울 권리 등 자신들의 권리를 행사하지 못하고 있으며 북한 정부는 주민들의 기본적인 요구를 계속 무시하고 있다”고 지적했습니다.

이어 “북한은 법치의 부재, 검열, 정치적 견해와 국가 또는 사회적 출신∙재산∙출생 및 기타 신분을 이유로 한 차별을 통해 주민들을 계속 억압하고 있다”고 했습니다.

[공동성명] “The DPRK government continues to commit widespread human rights violations and abuses and the North Korean people are unable to exercise their rights, including freedoms of expression, thought, conscience, and religion, peaceful assembly, association, and movement, and their privacy rights and the right to be free from arbitrary or unlawful interference with privacy, and the DPRK government continues to ignore the basic needs of its people. The DPRK continues to repress its people through the lack of rule of law, censorship, and discrimination on the grounds of political opinion, national or social origin, property, birth, and other statuses.”

그러면서 “유엔 전문가들과 보고서들은 북한 망명 신청자들의 강제 송환에 대해 우려를 표명했다”면서 “북한이 국경을 다시 개방함에 따라 우리는 모든 회원국이 국제법적 의무를 준수하고 송환 금지 원칙을 존중할 것을 촉구한다”고 밝혔습니다.

이들은 또 “올해 8월 유엔 안전보장이사회가 2017년 이후 처음으로 북한 인권 상황에 대한 공개 브리핑을 열어 북한의 인권 침해와 학대가 북한의 불법적인 대량살상무기와 탄도미사일 개발과 불가분의 관계에 있다고 강조했다”며 “이날 52개 회원국과 유럽연합(EU) 대표단은 북한의 인권 침해와 학대에 대해 안보리가 지속적인 관심을 기울여야 한다는 점을 재확인했다”고 전했습니다.

[공동성명] “In August of this year, the Security Council held its first open briefing on the human rights situation in the DPRK since 2017. Council members and experts emphasized how the DPRK’s human rights violations and abuses are inextricably linked with the DPRK’s unlawful weapons of mass destruction and ballistic missile advancements. Fifty-two Member States and the Delegation of the European Union joined that day to reaffirm the DPRK’s human rights violations and abuses demand the Council’s continued attention.”

그러면서 “북한이 국제법에 따른 의무를 준수해 모든 인권 침해와 학대를 종식시키기 위한 즉각적인 조치를 취하고, 이를 위해 유엔 인권 전문가들과 이 문제에 관여할 것”을 촉구했습니다.

아울러 모든 유엔 회원국들이 북한 정부의 인권 침해와 학대에 대한 책임을 묻는 데 동참할 것을 촉구했습니다.

[공동성명] “We call on the DPRK to abide by its obligations under international law to take immediate steps to end all human rights violations and abuses, and engage with the UN’s human rights experts for that purpose. We also call on all Member States to join us in holding the DPRK government to account for its human rights violations and abuses.”

앞서 유엔총회에서 인권을 담당하는 제3위원회는 지난달 15일 북한의 인권 침해를 규탄하는 북한인권결의안을 19년 연속 채택했습니다. 이날 결의안은 표결 없이 컨센서스(합의)로 채택됐습니다.

유엔 주재 미국대표부의 카라 아이리치 경제·사회 문제 담당 자문관은 이날 회의에서 “북한이 국경을 넘어 초국가적 탄압의 형태로 억압 정책을 계속 확대하고 있다”고 지적했습니다.

[녹취: 카라 아이리치 자문관] “In addition to its efforts to control and monitor North Koreans overseas, the government also exploit its Overseas Citizens, forcing them to work in inhumane conditions without freedom of movement, often for 18 hours a day. These workers are often forced to send their wages back to the regime, sustaining it in power and enabling it to pursue its unlawful WMD and ballistic missile programs.”

이에 대해 김 성 주유엔 북한 대사는 북한에는 인권 문제가 절대 존재할 수 없다며 모든 주민들이 법적으로나 정치적으로 진정한 인권과 기본적 자유를 누리고 있다고 주장했습니다.

[녹취: 김 성 대사] “The anti-DPRK draft resolution circulated by the European Union every year at the instigation of the United States is fraudulent a document consistent with falsehood, fabrication, and plot as it is thrown out with testimonies fabricated by 'human scum' who committed the crimes in their homeland and defect leaving their families.”

김 대사는 “미국의 사주로 유럽연합이 매년 유포하는 반공화국 결의안 초안은 조국에서 범죄를 저지르고 가족을 버리고 탈북한 ‘인간쓰레기’들의 날조된 증언으로 작성된 허위, 조작, 음모로 일관된 사기문서”라고 주장했습니다.

유엔총회는 오는 19일 본회의를 열고 북한인권결의안을 최종 채택할 예정입니다.
