Iranian nuclear issue can only be resolved via negotiated solution – Ban

23 September 2011 – The dispute over the status of Iran’s nuclear programme can only be resolved “through a negotiated political solution that restores international confidence in the exclusively peaceful nature” of the programme, Secretary-General Ban Ki-moon stressed today.

Mr. Ban met with Iran’s President Mahmoud Ahmadinejad in New York on the sidelines of the General Assembly’s annual general debate, discussing nuclear issues, human rights, and regional and international issues, including recent developments in the Middle East, Afghanistan, Iraq, Libya and Syria.

Iran’s full cooperation with relevant Security Council resolutions on its nuclear programme is particularly important, Mr. Ban said, according to information provided by his spokesperson after the meeting with the Iranian leader.

Iran has repeatedly stated that its nuclear programme is for the peaceful purpose of providing energy, but many countries contend it is seeking to develop nuclear weapons and last year the Security Council imposed a fourth round of sanctions against it, citing the proliferation risks of its nuclear programme and Iran’s continued failure to cooperate with the UN International Atomic Energy Agency (IAEA).

The issue has been of international concern since the discovery in 2003 that Iran had concealed its nuclear activities for 18 years in breach of its obligations under the Nuclear Non-Proliferation Treaty (NPT).

During today’s meeting with Mr. Ahmadinejad, Mr. Ban emphasized the importance of respecting fundamental civil and political rights and encouraged Iran to make further efforts in this regard.

He added he was disappointed that Iranian authorities had executed a juvenile offender earlier this week, echoing the concerns expressed by a series of independent United Nations human rights experts.

Referring to Mr. Ahmadinejad’s address to the Assembly yesterday, Mr. Ban stressed that the UN should be respected as a forum for promoting tolerance, mutual respect and cross-cultural understanding and that any comments questioning historical facts such as the Holocaust or the 11 September 2001 terrorist attacks were unacceptable.

The Secretary-General also expressed appreciation to Mr. Ahmadinejad for the Iranian people’s generous support to the victims of the ongoing famine in Somalia, and he reiterated his welcome of the release earlier this week from an Iranian prison of two United States nationals

이러한 가운데 아마디네자드 대통령은 빈부의 격차 등 국제사회문제는 구미각국이 원인이라고 지적한 뒤 "그들은 자원획득을 위한 군사개입을 통해 타국을 약화시키고 있다"며 "NATO의 폭격으로 민주화가 실현될 수 있겠느냐"며 대립하고 있는 미국 등을 신랄히 비판했습니다.

아마디네자드 대통령은 또, 10년 전에 일어난 동시다발테러사건은 미국의 음모라고 주장하며 "중동지역을 지배할 목적하에 아프가니스탄과 이라크를 공격하기 위해서 동시다발테러를 구실로 삼아 이용한 것"이라며 비판을 되풀이했습니다.

이에 대해 미국과 EU각국의 대표단은 아마디네자드 대통령의 이러한 연설에 항의하며 회의장에서 잇달아 퇴장하는 사태가 벌어졌습니다.

아마디네자드 대통령은 매년 각국 정상이 모이는 유엔총회에서 미국 등을 신랄히 비판하고 있는데 이는 반미감정이 강한 나라들에 대해 존재감을 어필하려는 목적이 있는 것으로 보입니다

이란도 직선제 대통령 선거와 대통령의 중임제(임기 제한)로 이란정부의 민주화에 성공했다는 의견도 있습니다

그러나 아직도 병정분리주의 군사정책으로 국가수반(국가원수)은 대통령이고 군 통치권자는 국가 최고지도자입니다

이슬람교 국교 때문에 이런 폐단이 있다고 봅니다

국가 최고지도자는 정신적 지도자이며 이슬람교 통치자입니다

이란도 서구사회처럼 자유화, 개방화 민주정부로 나아가기 위해서는 병정통합주의 군사정책으로 국가수반(국가원수) 대통령이 군 통수권자로 실권자가 돼야 합니다

  

이란정부도 핵무기보다는 원자로발전소를 확보하여 경제발전과 국민생활 향상에 역점을 두어야 합니다

요즘 전쟁은 과거처럼 국가끼리 전쟁이 아닌 연합군(유엔군)과 침략자(전쟁 도발자, 국가 개입 테러행위) 사이의 전쟁입니다

파키스탄 핵무기가 이란정부 핵무기 보유 정책으로 나아가게 한 것이 중동지역과 서남아시아 발전에 큰 장애가 돼 왔습니다 핵무기는 선진국(연합군)이 아닌 사회에서는 아무 쓸모없는 무기가 될 수 있습니다

 

21세기는 자본주의민주주의 혁명 후 자유주의(자유권)와 사회주의(사회권) 공존(존중) 자유사회정부로 나아가고 있습니다 그리고 유엔국가 중심으로 유엔 대통령과 유엔 내각이 등장할 것입니다 그때 세계 각국 핵무기도 유엔정부 국방부가 관장할 것입니다
