김정은 국무위원장이 북미정상회담을 싱가포르로 선택한 것은 북한정부 대외정책의 큰 변화를 예고하는 것이다

김일성은 북한정부 초대 인민군 총사령관 겸 수상으로 국외 정책이 비행기로 타고 다니면서 직접 챙기는 개방화된 성격이었다

김정일은 북한정부 최고지도자 겸 인민군 총사령관 국방위원장으로 국외정책이 기차나 승용차로 다니는 은둔적 성격이었다

외교가 국수적이고 극단적 민족주의 노선일때는 외교가 음모가 될 수 있고 이용될 수 있다

한반도 문제에서도 남북 정상회담과 북미 정상회담이 다를 수 있고 정보교류가 다를 수 있다  

아시아 태평양경제협력체회의(APEC)나 동아시아 정상회의(EAS, East Asia Summit) 등 북한정부 정상으로 참석을 할때 각국 정보교류와 한반도 문제가 또 다를 수 있다
